Illinois continues to fall in state highway performance and cost-effectiveness rankings, dropping to 40th in the nation according to Reason Foundation's 19th Annual Highway Report released today. The study ranks each state's Interstate highways and state-controlled roads in 11 categories, including costs per mile, congestion, pavement condition, deficient bridges and fatalities. National performance improved greatly in 2008, the most recent year with complete data available. Illinois' best rankings came in rural Interstate condition (1st), deficient or functionally obsolete bridges (9th), and fatality rates (9th). Illinois' score was hurt by high administrative and maintenance costs coupled with poor ratings on narrow rural lanes, rural road condition, and urban Interstate pavement condition.
